"Anti-war demonstrations opposing the 2014 Russian military intervention in
Ukraine have been ongoing. Protesters held two rallies on 2 March. The 15 March
anti-war protests, named the March of Peace (Russian:Марш Мира), took place in
Moscow a day before the Crimean referendum. The protests have been the largest
in Russia since the2011–13 Russian protests by the Russian opposition against
the alleged electoral fraud committed by United Russia during the 2011 Russian
legislative election. Reuters reported that 30,000 people participated in the 15
March demonstrations."

Is this a Civic movement? Is it registered officially as a political
movement? Does it have any officials elected?

This is a flag of a kind of resistance movement. I haven't find more
information about this organization (if it is that at all), but there is a white
flag with a black disc wearing a white hand, and there is a Russian inscription
under it: "сопротивление" means "resistance". You can see this flag in better
conditions in this video
(at 4:04)
